Adjustment of ASN working hours in the month of Ramadan 2025, see the details


JAKARTA (Antara)-In the month of Ramadan full of blessings, Muslims around the world carry out fasting while still carrying out daily activities, including work. To ensure that public services continue to run optimally during this holy month, the Indonesian government has set specific rules regarding working hours for the State Civil Apparatus (ASN).

This rule is contained in Presidential Regulation No. 21/2023 concerning the Day and Hours of Working of Government Agencies and State Civil Apparatus Employees. With this regulation, the Ministry of Administrative Reform and Bureaucracy Reform (PANRB) no longer issued a special circular governing ASN working hours during Ramadan.

Provisions on ASN working hours during Ramadan

In the Perpres it is stated that the number of ASN working hours during the month of Ramadan is 32 hours 30 minutes In one week, not including break time. Details of rest time are set as follows:

  • Friday: Rest for 60 minutes.
  • Besides Friday: resting time for 30 minutes.
  • Government Agency Working Hours: Starting at 08.00 local time for government agencies at the center and regions.

For agencies that implement a work system other than five days a week, they are required to adjust to the provisions that have been regulated in this Perpres no later than one year after the regulation is enacted. Further adjustments regarding the details of working days, working hours, rest hours, and ASN working hours will be determined by the Personnel Advisory Officer (PPK) or the leadership of their respective agencies.

In this regulation it also states that the number of working days and/or working hours can be changed if there is a presidential policy related to national holidays, national leave that is national, and other policies that are adjusted to the provisions of the legislation.

  • Specific provisions for the TNI, Polri, and Indonesian Representatives abroad
  • Provisions of working hours contained in Perpres No. 21/2023 This does not apply to:
  • TNI soldiers and ASN employees within the ministry who organized defense affairs and were assigned to the TNI environment. Their rules are stipulated by the TNI Commander.
  • Polri members and ASN employees in the National Police. The regulation of their working hours was determined by the National Police Chief.
  • ASN employees who work for representatives of the Republic of Indonesia abroad. The regulation of their working hours is carried out by the Minister of Foreign Affairs.
  • TNI soldiers and members of the National Police on duty outside the structure and ASN employees abroad will follow the days and hours of work applicable at their duty.

With the adjustment of this working hour, it is hoped that ASN can continue to carry out its duties optimally while continuing to carry out Ramadan worship solemnly. This rule also ensures that public services continue to run well without reducing ASN productivity during this holy month.
