Duties and authorities of the People’s Consultative Assembly (MPR)


Jakarta (ANTARA) – The People’s Consultative Assembly (MPR) is one of the important state institutions in Indonesia’s democratic system. Even though it was previously known as the highest state institution, now the MPR has an equal position with other state institutions.

This change reflects the development of the government system in Indonesia, where there is no longer a division between high and supreme institutions but only state institutions that work as equals. This illustrates the spirit of equality and complementarity in carrying out state duties.

As implementers of popular sovereignty, MPR members are elected directly from the election results. This shows that the MPR is a representative of the people’s voice, a voice that embodies democracy in the form of state decisions. This institution also has the authority and duties regulated by law.

In more detail, the authority and duties of the MPR are regulated in Article 4 and Article 5 of Law Number 17 of 2014 concerning the People’s Consultative Assembly, the People’s Representative Council, the Regional Representative Council, and the Regional People’s Representative Council, which has now been amended by Law. Republic of Indonesia Number 13 of 2019.

The powers and duties of the MPR

The following are the powers and duties of the MPR:

MPR Authority:

  1. Amending and enacting the 1945 Constitution of the Republic of Indonesia.
  2. Inaugurate the President and/or Vice President as a result of the general election.
  3. Decide on the DPR’s proposal to dismiss the President and/or Vice President during their term of office, after the Constitutional Court decides that the President and/or Vice President has been proven to have committed a violation of the law in the form of treason against the state, corruption, bribery, other serious criminal acts, or disgraceful acts, and/ or it is proven that the President and/or Vice President no longer fulfills the requirements as President and/or Vice President.
  4. Inaugurate the Vice President as President if the President dies, resigns, is dismissed, or is unable to carry out his obligations during his term of office.
  5. Elect the Vice President from two candidates proposed by the President if the position of Vice President becomes vacant during his term of office.
  6. Elect the President and Vice President if both of them die, resign, are dismissed, or are unable to carry out their duties simultaneously, from two pairs of presidential and vice presidential candidates proposed by the political party or combination of political parties whose presidential and vice presidential candidate pair received the first most votes and second in the previous general election, until the end of his term of office.

MPR Duties:

1. Socialize MPR decisions

The MPR has the responsibility to disseminate the decisions that have been taken, so that the public understands the importance of these decisions.

2. Promote Pancasila, the 1945 Constitution, the Republic of Indonesia, and Bhinneka Tunggal Ika

The MPR is tasked with spreading the country’s basic values, namely Pancasila, the 1945 Constitution, the Unitary State of the Republic of Indonesia (NKRI), and the motto Bhinneka Tunggal Ika.

3. Examining the constitutional system

The MPR plays a role in reviewing and evaluating the Indonesian constitutional system, the implementation of the 1945 Constitution, and improving the system if necessary.

4. Absorbing community aspirations

The MPR listens to and absorbs the aspirations of the people regarding the implementation of the Constitution, to ensure that the aspirations of the people are still taken into account in government.
